We have two Windows 7 machines on our LAN, one of them having a printer connected to it. The problem is, when I connect to the printer from the computer with no printer attached, it says, Downloading driver..., Finishing Installation..., and then a message box pops up: Connect to printer: Windows could not connect to the printer. Access is denied.

OK, I have disabled both firewalls, disabled both antivirus programs, shared the printer, made sure the printers security was set up right (Everyone: print, control printer).

And yes, I have tried using a Local Port named like this: \\<computername>\\<printer>
And no, that did not fix the problem.

I think it has something to do with the computer the printer is attached to, it had all of its services disabled, but I have enabled enough so that the printer shows up as available on the network.

Any help would be much appreciated!

On the computer that has the print device connected to it.
go into your Device and Printers > Right click on the printer > printer properties > security > Then add the user account of the other computer with at least the print permissions.

Remember that the manage documents permission a lone does not allow the user to print.

I added 'Everyone' with all permissions. Is that enough?

How do you add the user of another computer? Our computer with the printer is STUDY, and the computer that says access denied is BARN. On STUDY, is doesn't work to add permissions for users BARN\*, only STUDY\*. I have added STUDY\Everyone with all perms enabled.

I'm sorry with everyone set it should be fine.

What Operating system are both of the machines running, Windows 7, 32 bit/64 bit?

Make sure Network discovery in on and file and printer sharing. In Network and Sharing Center

Using 64-bit Windows 7 Home Premium. (I think its Home Premium.) Network Discovery and file and printer sharing in Network and Sharing Center are turned on.

They're both 64bit?

are these the steps that you used to share and add the printer?

Share a printer

Then try this.

This is a procedure that may work for installing network printers when the normal install doesn't work properly.

1. Select: Control Panel, Printers, Add Printer
2. Choose Add Local Printer.
3. Uncheck the box marked :Automatically detect my PnP printer.
4. Click Next
5. Select Create a New Port and leave the default in the drop down selection as Local Port.
6. Click Next
7. Windows displays a small dialogue box asking a port name.
8. Key in: \\<computer_name>\<printer_name> See note below
9. Click OK
Windows will show a list of printer vendors and models. The list looks just like the Windows Add Hardware Dialog. Select your printer manufacturer and printer model from the list. If your specific printer isn't shown, you can click on Have Disk and browse to the folder where you have the unpacked drivers for your printer.

Note:
<computer_name> - Computer name from Control Panel, System status display.
<printer_name> - The actual name of the network printer viewed by browsing to the shared printer on the network.

There is no box, Automatically detect my PnP printer. And after I enter \\STUDY\XeroxPrinter and click OK it says: Local Port - Access denied.

Lets add a user to your PC to see if that allows you to authenticate with it.

On study computer

Click start orb.
Right click computer
Select manage
On left side choose local users and groups.
Right click on users.
select new user.
type in username and password of your other account.
uncheck user must change password at next logon.
Check password never expires.

Go back into printer properties > Security.
Add the user you created with at least the print permissions.

On barn pc

Go to your other pc.
Log off and log back on.
Try to add a network printer from the link above.

Didn't work.
OK what I tried:
On BARN (computer without printer) added user printertest, password test.

On STUDY (computer with printer) went to Devices and Printers, right-click XeroxPrinter -> Printer Properties -> Security -> Add Added user printertest and it said An object named printertest cannot be found. ...

I tried to tell it the location is BARN but that was non-editable text. (greyed-out editbox)

My suspicion is that the problem is on STUDY, probably with some windows service not running, but which one?

On the study computer you need to create an account with the same username and password as your barn computer. Then give it permissions.

What's interesting is that I've never needed to create another account with the same user name and password in order to get printers or anything else working on my network.

I'm not sure why this is required sometimes but it seems to work.

Yeah I'm not exactly sure why the other computer was not authenticating with the everyone permissions.

Maybe it had something to do with the Op's statement: I think it has something to do with the computer the printer is attached to, it had all of its services disabled,

I guess I figures he got the ones he needed

What services should I have had him check?

I don't know about printer services. Just the print spooler.
