+1 chris I have the previous version of this as it was run out and for quietness it is almost silent but it depends on the budget of course.If he wants a quiet and silent computer I do not think that Antec 1200 is the best choice.

I trust you can shop your favorite sites there in the UK with the manufactures and model information provided.
Go with a premium product for both, Corsair is hard to beat but I recommend NZXT and Seasonic. In the end it's like splitting hairs. Maybe see if you can find package deals with a Corsair case with the Corsair PSU with it in a bundle?
