Why is it when i'm watching a YouTube video for instance that the video is constantly starting and stopping?

Your spec's show Firefox as your browser which isn't to much different than internet explorer,
Chromes flash/ shockwave is built in,
Which could mean a updated version of flash has been released and even chrome hasn't incorporated it yet ?
