So I've been having this issue for a bit. I believe it started on my old PC but having the same issue. When I play a video, whether it's youtube on a browser or a file on VLC or PowerDVD, I get a video stutter every so often. The sounds works perfectly and never stops but the video will chug hard for about 10-15 seconds with framerate as low as 1. Then it will be better, maybe 5-10 seconds of 10-15fps. Then it goes back to normal. If I'm watching say a 45 min program this will happen at least 3 times.
I have changed the power settings to performance but still no change and my specs are well beyond having such an issue. Any advice?
