IE 10 says "This page can’t be displayed" Chrome, Safari can.

I go to a court site, click on a link and a new window pops up. It is supposed to display a PDF but IE gives this messsage:
“This page can’t be displayed.” It mentions TLS and SSL should be enabled.

I have them ALL enabled.
I set them to default values.
“Fix connection problems” results in “Troubleshooting couldn't identify the problem.”

Chrome and Safari work just fine displaying the PDF correctly.

I set everything back to default values. No joy.
I’ve “repaired” IE 10. No joy
I re-installed IE 10. No joy.

What’s a good next step to diagnose this?

Government site are usually the most out of date site on the net,
Press the F12 key and verify Browser mode and Document mode.
On such a site using Browser mode with ie8 would most likely cure the issue or switching in or out of Comp-view,
But lets first switch to Software rendering/ Alt+TO or Gear symbol on the top right and Internet options,
Advanced section/ Check the top box-Use software rendering..../Apply and Okay.
After that make sure Adobe Reader XI is Enabled/ Use Alt+TA or Gear symbol/ Manage add-ons.
Make sure Active x filtering is not getting in the way/ Alt+T or Gear symbol/ Safety/ Uncheck it.

If ActiveX filtering is currently on, it may also be blocking a prompt for acrobat ( I am making an assumption that you are using the adobe reader for pdf files?).

You can disable Enhanced Protected Mode just for that particular Web site if necessary.

If none of this helps, please post a screen shot of the exact error message

Make sure Active x filtering is not getting in the way/ Alt+T or Gear symbol/ Safety/ Uncheck it. Confirmed it was not checked.

See if toggling Enhanced Protected Mode allows you to view the pdf files. I did. No difference.

I am making an assumption that you are using the adobe reader for pdf files?). Adobe Acrobat X Pro

I've attached some images to help you see what I see. Windows offered to help "fix connection problems" and then coughed up the pop up for "Network Diagnostics." The .etl file I saved. Opened it with a variety of programs. Finally just went in and removed all the "null"s and extra spaces and tried to make it readable. Don't know what it means or if it is of significance.

I was wondering if removing IE 10 and upgrading to IE8 might be the way to go. I'm not a heavy duty browser user but I do need (would like) IE to work in some form. Or nuke IE10 and reinstall?

Alt+TO or Gear symbol on the top right and Internet options/ Advanced section/ Use Restore advanced settings. and recheck Software rendering....
If you've done any other changes to Internet options/ Security section/ Click on Restore all zones to default.
Compatibility view can be toggled in or out usually by selecting another Browser mode/ F12

You'll have to give the menus to this pdf not the ones when your signed in because that's a secure connection,

First image is same 'can't display' error.
Windows 7 Troubleshooter output.
Event log was interesting....something about "Filtering" and IPSec. Greek.

I gave up. on iE

I go to a court site, click on a link and a new window pops up. It is supposed to display a PDF but IE gives this messsage:
“This page can’t be displayed.” It mentions TLS and SSL should be enabled.

I have them ALL enabled.
I set them to default values.
“Fix connection problems” results in “Troubleshooting couldn't identify the problem.”

Chrome and Safari work just fine displaying the PDF correctly.

I set everything back to default values. No joy.
I’ve “repaired” IE 10. No joy
I re-installed IE 10. No joy.

What’s a good next step to diagnose this?

I tried everything you did plus about two dozen other things. On one occasion, I thought I had the answer by clicking the box to show all websites in compatibility view, but that 'success' only lasted a short time, and I was back to the problem. I "resolved" my problem by just giving up on Internet Explorer....set Safari to be my default browser, imported my favorites, set it up to have the look and feel I wanted, and my problems have been solved. I no longer have to try to log in to secure websites six or seven times. Running IE 10 on Windows 7 64bit computer...IE 10 ran 64 bit versions....
There's a limit to how long someone should be willing to chase a problem created by Microsoft. I've reached mine, though I did just buy a new PC....my family has switched to Apple, and now I'm switching to an Apple browser.
