Solved SLUI.exe - Cannot Create a file that already exists (800700B7)

Hi guys,

I can't active my PC. For some reason when I run SLUI.exe (with the 3 parameter as well) it give the Cannot Create File error. I have looked around the internet and found topics saying to run chkdsk as well as sfc /scannow. But it doesn't work. For this reason, I cannot active my Windows and I think due to this I can't use the accounts created in this PC. (Only the administrator works 100%)

What should I do to fix this? A clean install is not an option because all my Sata ports (Other than the one that I am using for HDD) are dead and I have no proper DVD ROM. Is there a way to do this without the physical repair disk or should I get an ISO and just run that?

I ran the slui.exe. It doesn't work.

My other accounts that was created after installation doesn't work properly. (Can't run anything, problem accessing and running files etc.)

To fix the slui.exe problem I ran the "ChkDsk" and the "sfc /scannow". It had no effect.

I'm pretty sure that I installed SP-1. I fully updated my Windows copy while running in trial mode.

All steps went succesfull? Only last one gave the same error as before?

Why run SLUI, is it a new clean install?
Nope, its nearly 2 weeks old.

I did my own research with the tokens.dat and the error code by Slmgr.vbs (Error code 0x2a 0x800700B7)
Sorry I didn't give those. I just tried out SLMGR.vbs and I realized the extra 0x2a.
Either way, I read on the Microsoft support forums that a guy installed SP1 and windows tried auto activating. The old key conflicted with Windows 7 -SP1. (Not sure why.) I'll try uninstalling SP1 and then re-activive with a proper key and re install later on.

That didn't work either. I'll have to find a fix fast.

That error is often caused by having the Read-Only attribute set improperly on the Windows folder, although another common cause is this....

The problem almostcertainly lies in the permissions for the AppData folder in the NetworkServicesprofile.



Let's check

Open an ElevatedCommand Prompt window, and run the following commands

1) To open anElevated Command Prompt Window (the ECP window), click on Start, All Programs,Accessories – then right-click on Command Prompt, and select Run asAdministrator. Accept the UAC prompt.

2) To run thecommands easier, highlight the block of commands, and right-click on thehighlight – select Copy. In the CP Window, click on the black/white icon at topleft – select Paste. The commands will run but may not complete the lastcommand, so hit the Enter Key once.

There are some major errors there - I'll have to deal with them tomorrow.
I just wanted to tell that Windows detected that it has some file corruption and has suggested to repair or reinstall my pc. I have left a Windows 7 ISO for download. If nothing else works, I'll have to use it :(

I note that you appear to be using the Administrator account? Why is this? It's generally VERY bad practice to use this account as routine - since it removes many of the protections from the system that are present to prevent accidental (or even deliberate) tampering.

Administrator is always disabled on this PC. Each use has his own account.
The reason why Administrator was used was because after the activation problems came up, all permissions for all accounts where removed other than for Administrator.

Eitherway, I just did a clean install using an ISO.
