Welcome screen hangs and very slow startup.

Is my old HDD causing the welcome screen to hang? Also, after the welcome screen, it takes about 2 minutes to load up all the applications. I checked the task manager and the CPU usage didn't go over 30% the whole time. Is my old HDD causing both these problems?

Please check this tutorial which would be helpful in resolving this issue:

You could check the system with invidual RAM to check if anyone of them is causing the issue.

Please let us know which harddrive you have on the system so we can provide you with the relevant diagnostics to be run on the same.
