Windows 7 32 bit Dell Latitude E5510 Does not shutdown

Before this thread gets merged or closed, I would like to inform people that I have already went through this forum and tried everything i could find regarding this issue.

Here is what is going on:

when I go to the start menu to initiate shutdown or restart the computer will close Explorer.exe but the back ground will still remain open and I still have control over mouse. everything remains functional except that explorer.exe is shut down. I can not open task manager or any program and it remains so until a hard shutdown is made by pressing the power button until it shuts off. After rebooting the machine it takes me to the recovery screen where it asks if you want to boot into safe mode and what not.

Things I have tried:

1. Selective start up- removed all no essential programs and services from start up.
2. Edited registry settings- adjusted the waittokillservice timeout
3: Disabled USB selective suspend
4: Checked for malware - computer is clean
5: repaired windows update - did this because it happened during an update.
6: uninstalled previous updates and re-installed.

I have not yet messed with Bios settings

I am at a total loss here as I have never seen this before.

I appreciate your help in resolving this issue.

Ok I am attempting to flash the bios with A10, but in order to do so it makes the computer restart, which causes the issue to not shutdown. I am officially banging my head against a wall....

Finally was able to update the bios to A15. no change, it is still hanging on shutdown

Welcome to Seven forums.

I appreciate the time and effort that you took to troubleshoot the issue. Have you checked the system in safe mode:

Please check if system shuts down properly or not in safe mode as well.

Also, perform a clean boot on the system to ensure no background program causing this issue:

Kindly update your system specs here by following this.
