My CPU usage is abnormal

Hello, I've been playing on my pc and on all games I've encountered lag issues. When I checked the performance my CPU was at 100%. So I checked to see what was causing it but there was only 25% of the CPU actually in use.
What's happening?!

So basically what the perfomance tab shows me is that 100% of the CPU is in usage. But when I check the running aplications and do the math it should be only 25%.

That may be a driver issue. Run this program and if you have a lot of red bars, it is most likely a driver problem.

the problem is not related to minecraft it happens regardless of what I do
I only get green bars

You have too many DPCs (deferred procedure calls). That is some driver. you have to check all device drivers in the device manager.

Please use process explorer to tell us more information about that process. Make sure that you right click on the application and select run as administrator. Process Explorer

Look at the Resource Monitor
It's a button in the Task Manager / Performance Tab

Look at the CPU tab and sort by the CPU column so you see the process(s) that are using a lot of CPU
Click the checkbox for that process(s)
Maybe the info displayed will help identify where the problem is
