Solved Parental controls in XP

I sincerely apologize as I cannot find help on parental controls for XP. Despite the fact that I am using 7 Pro, I need to know how to set the parental controls for an XP OS. I am trying to make changes to content for a user account, but am prompted to log in as admin to make changes to "content". If I "log in to admin, and change content settings, isn't it changing what content is allowed on my admin account and not the "student" account I have set up. I greatly appreciate help.

I think in Windows XP parental controls was called Content Advisor. If I remember correctly it was accessed by going to Control Panel > Internet Options > then clicking the Content tab. Within this tab was the Content Advisor and a button or some other link to activate it. Once activated there was another tab called Ratings. From this tab you could select various categories to block content.

I also seem to recall this feature wasn't very robust or user friendly. Back in the day people recommended 3rd party software that supposedly did a better job of blocking content and sites. A few of the more popular sites were:
