Fan keeps turning on and off but only one does it

^ Title.

Googled this, didn't find anything exactly like my problem. I have several fans in my PC, but just today only the top one started turning off and on randomly. It'll just abruptly turn itself off then come on either a few minutes later, or as long as a few hours later, making noises. None of the other fans do this. When this one shuts off, the rest are still running.

It's an obvious conclusion that the fan is potentially dying (already planning to replace it tomorrow), but I don't get why it keeps coming back on in that case? Shouldn't it just stay dead? Or is it possible for a fan to just keep turning on and off at will as it dies?

I should also note that this is the only fan in the PC that makes weird noises at random times, so that's a factor in my belief that it's the fan.

But, is it possible that the PSU is causing it? Or would that impact all the fans at once? Is there a way to know for certain?

I tried that, it still does it, and just the one.

Change the fan then, I can't answer why it stops working and starts again though. Maybe a voltage issue in fan's motor (or whatever it may be called).
