When I open it with the full screen icon, it opens properly. But, the next time I try it, it again opens at the very bottom of the screen. Any idea why?

I created the desktop with the web page link.
Are you saying that you created a shortcut on your desktop? How did you create the shortcut? Via drag and drop from the browser's address field?

What browser are you using? IE11? Firefox? Chrome?

Icon issue

I'm using IE. Today I will delete the icon and delete yesterday history. Then restart the laptop. Then redo the entire process. I may have not closed the we b site the first time I made the shortcut.

1. Deleted the shortcut
2. Deleted the history from yesterday
3. Restarted the laptop
4. Opened IE browser and went to the web page. It opened properly
5. Copied the link.
6. Closed the browser
7. Did a "right click" to make a shortcut on the screen. Pasted the link
8. Opened the shortcut. DERN thing still opens in a short screen. Use the button to open it.

WHY IS IT NOT OPENING UP FULL SCREEN????

IE does seem to have a mind of its own when it comes to things like this. I was able to repeat your issue on a W7 pro 64bit OS using IE11. Fortunately for me, I don't want IE to open full screened.

Let's see what others can suggest to remedy the issue.
