I know if you have os x you can download vmware fusion to emulate windows, but can it be done the other way around?

Legally/Easily? No

Apple forbids their OS from running on anything but their own hardware. You agree to this when you accept the EULA upon installation of OS X.

It is technically possible to run OS X on x86 "PC" platforms (see "Hackintosh" on google)

I'm sure it could be made to put in a Virtual Machine, but doing so is illegal and therefore a bad idea. It likely would be terribly unstable anyway.

if you have VMware Workstation or VM Server there is a pre configured VM floating around on the internet you can download. It works fine on my PC

It's possible. But not legal!

You can run OSX server virtually but not the desktop version.

IF u really want this u should have a nice proccessor with some features supported and alot of RAM allocated to the VM
as jordus said search on google Hackintosh there r many versions try (IPCx86)

Please someone help me with this I'll legally buy the OS its just to become an iPhone / iTouch developer you need the iPhone SDK which is mac specific and not cross platform which is a major bummer and I don't really feel like spending close to $1000 on a macbook. So please someone help me out!

Kukag, even if you buy OS X legally you still violate the EULA by installing it on any hardware that isnt Apples.

Sorry man, I wouldnt waste my time becoming a developer for a Gestapo company like Apple because of the arbitrary limitations they put on everything. Just my opinion.

I figured I would add that I have indeed installed OSX Leopard Server on VMWare Workstation using VMWare's Virtual Darwin Prompt to spoof the ISO and install. The last time I checked Leopard Desktop and both flavors of Snow Leopard were still in the works (in getting them working)

As said above it is possible but don't think that it is legal

Please don't take this wrong as its not meant to be offensive but if I were developing something for a particular platform I'd eventually have to try it out on Real hardware.

Virtual machines are fine for running developed applications and even in some cases for developing new ones but sooner or later you are going to have to get hold of the "Real Hardware" to actually check it works.

I've always held off the apple platform on the grounds of expense. With W7 my lust for apple has finally disappeared and in particular I don't like that new generation of smartphones (including the I-phone) with 1000's of "apps" on them. These new phones are like walking around with a Brick in your pocket.

I've gone back to the tiny ultra thin mobiles that are basically just a phone like the thin older motorola v3 razr type - I can't even be bothered with texting - but that's just me I suppose.

A possible solution might be to pick up a used Mac at a computer fair or ebay etc. This would legalize your OS license and you'd have a cheap testing platform.

You should check out the palm pre, Jimbo. Its really no biger than a razr but similar in function to the iphone (actually better, imo)

Since when does Apple make their own hardware? The processor, Harddrive Ram Motherboard and DVD/CD Drives are all The same as any "PC"(Intel, Seagate SATA, Azus, Sony/Samsung/Lite-on), so how COULD you violate the ELUA if they don't use "Apple" Hardware?

Sometimes you have to think a bit outside of the box. Apple means that you aren't allowed to run their OS on a box that isn't Apple branded and put together by them or else you break the EULA.

I always love how people "poo-poo" Apple stuff and trash it, then desperately try everything they can to get it running on their own machines, or VM's, etc.

I've heard it runs as slow as Molasses too even with decent hardware.

If you want to try a Mac like OS why not legally install any one of the various linuxes out there -- and they are FREE. Most Linuxes can be made to look and operate very similar to Leopard as well.
