Honestly, Tor is like a placebo, I woudn't reccomend using it.
If you want a good alternative, Try Download Firefox — Free Web Browser — Mozilla or Chrome ( you can use this last portable in case you dont like google's extra services from PortableApps.com - Portable software for USB, portable, and cloud drives )

Tor is a network service that attempts to provide anonymous communication over internet using a distributed network of relays, basically to increase privacy. On the other hand, IE is just a browser, a program designed to provide web access.
Now, Tor typically bundles a browser too, the "Tor Browser". There is nothing special in it, it's just a modded Firefox with default settings optimized for privacy. The important thing to note is that there are two separate things, the Tor network and Tor browser.
Any browser can be configured to tunnel its traffic though Tor (even IE), and Tor itself can also be used for things other than browsers.

I've just done a speedtest - regular Firefox vs Tor browser using speedtest.net. Tor speed is around 7.5% of regular speed.
