Well, the head banging against the wall isn't over yet.
New PSU and the crashes continue.
New GPU and the crashes continue.

The only way to make it not crash is to not have a GPU at all. This leads me to one of two conclusions:

1. Something about the PCIe slot is misconfigured. This is a Server Motherboard, so it's quite possible.

2. The motherboard is faulty ( )

I'll include MSInfo32 output in case anyone can help me parse this <3

Hi,
Bummer bye bye mobo :(

I'm contacting the motherboard seller and doing one last reinstallation of Windows on a new SSD. If this doesn't work, I'm returning it and getting a new one.

A friend of a friend said they're absolutely sure it's an IRQ conflict and they'll show me how to fix it when they see me next. I don't know what to think. I haven't dealt much with this before.

Hello Everyone,

I've got good news. The computer is working! It seems to be doing just fine.
I made several observations earlier in the day:
  1. Fairly often when copying files, they get corrupt
  2. On Passmark's Performance Test tool, My GPU was scoring lower than Intel HD 4000 Integrated Graphics

What I did this time was pull my GPU, reinstall Windows on a new SSD and install all motherboard drivers. At this point I got like 2 Memory_Management BSoDs, so I decided to run Memtest86 again. Within 10 seconds of running, it found 10000+ errors.
So I then tested one stick at a time to find the bad one and removed it.
After that I installed the GPU and GPU drivers and since then I've been off to the raced.

I've been working on a bit of an overclock. I've got the system stable to 3.1GHz so far. I'm planning on waiting for water cooling to go much higher though.

Hi,
Good detective work we really should of gotten you to post the BSOD logs so someone could look at them :o
http://www.sevenforums.com/bsod-help-support/96879-blue-screen-death-bsod-posting-instructions.html

My bad :o
Your good though

Well, I'll say this just in case anyone else might experience the same thing.

I used the defective RAM during the installation of the OS and Drivers and some downloads. When transferring files, they would typically get corrupt. I ended up deciding it might be the ram, but when I removed it I was still getting crashes.

I'm speculating here, but I'm willing to bet that was because of the damage to data that the faulty ram had caused before I removed it. I didn't realize this and determined RAM was not the issue. I wasted 4 days debugging all of the other components and replacing things when in reality it was the RAM.

Run Memtest86 first on ALL memory because you might be able to save yourself a few hundred dollars

But all the same, I'm happy to be up and running and thanks a lot for the help and suggestions everyone here provided!

I believe many more are needed many state leave it running all night 8 passes ?

You needed a better psu anyway it wasn't good enough for that card anyway :)
