You could just buy an air cooler and put quiet fans on it.

Are you using the Intel cooler that came with the 3570K ? You don`t list it in your specs

Liguid cooling also adds noise from the pump. Liquid cooling is desirable only when air cooling is no longer adequate to cool a component, such as with extreme overclocking, there is no room for a large air cooler, such as a case is too narrow for a tall air cooler or you need single height GPU cards to allow cramming in more of them on a MOBO that doesn't have enough PCI-e slots spaced far enough apart for multiple double height air cooled GPU cards and you cannot or do not want to use PCI-e risers.

As already pointed out, even water cooling requires fans to cool the radiators. The fans actually have to work harder to push and/or pull air through a radiator than through an air cooler, which means the fans will run faster and be noisier. Usually, more fans will be required because of the larger radiators required to equal or improve on the performance of an air cooler; a 120mm AIO water cooler will not perform as well as some of the better aircoolers.

Unless you are already using a top quality, multi-fan air cooler with a high quality fan (or multiple fans) and you have good case ventilation, you would be better off making sure you have enough high quality (i.e. quieter for the same amount of air flow) case fans to move air through your case adequately and are using a good quality air cooler (stock air coolers don't have enough surface area to cool adequately unless the fan runs faster, which makes more noise).

Keep in mind, no matter the quality of the components used, all water cooling systems are subject to leaks (water and elctronics do not mix well) and are high maintenance. The coolant has to be changed frequently and the system cleaned to avoid a buildup of algae and other organisms that will eventually impede water flow.

I agree with lady, unless you have a need to dissipate tons of heat air coolers are way better in the long run. If you have a Low FPI (fins per inch) RAD then you can run your fans pretty low. I have a low FPI rad and it would still make some noise if not for the gentle typhoons on it. I also agree they are very high maintenance, I had a pump die recently and had decided it was time to change the layout of my case once I found out my MOBO tray could hold drives. I'm much happier now that all of the water is in the basement of the case. Got some better cables run done too. Much happier to be off the slow laptop.

Put it tougher in a part list at pcpartpicker and subtract at least 50 I would think as a starting point.

Hard drive cages needed some craft knifing and some dremmel. Originally I was going to use the black ice stealth up top but the screw holes were stripped on one side. Ditched it for a larger alpha cool. Tried to pipe the two cars just with fittings, which was a goldy locks situation... none of the tubing legths I was cutting was just right. Switched to the crossfire block. Made a mistake by going into a recessed port on the block, so it leaked at first. The top grill of the case needed some sheet metal shears for the plug now present from the new alpha cool rad. Everything else was a piece of cake. lol. All fans (except for rear exhaust Tt) corsair sp hp. all watercooling blocks ek, pump/res as well. Cards are msi 390x. build took me so long the cards are now outdated. lol. that's life I guess. Front rad is an XSPC. Case is Tt v51. psu evga 1300.

edit: backside plate from ek needed some modding. the screws from the cpu holder on the mobo didn't clear, fit in the holes. I drilled them out, and then counter sunk / deburred the holes using a bit. I had forgotten to put the thermal pad in so did that at that time as well. The rear fan was also swapped to a Tt Thin fan w/red led. and i added an led light strip to the rear back on the bottom of the case. It helps the EK in the res show a little.

A small thought.
I think if the writing on the power supply was cover with something black would help draw people attentions to the good work you have done with the rest of your build.

A sanitary way to accomplish that would be to make a shroud or cover to go over the PSU and the cables that come out of the end of the PSU. PSU shrouds can be made of glued up or bent plastic or sheet metal of some kind. See here (post #318) for an example of one. You can also put your own logo on the side and/or top of the shroud. Plexiglas is popular for making shrouds since they can be back or edge lit (edge lighting will make an etched or otherwise frosted area of surface of the Plexiglas, such as a logo, glow; the unlighted areas can be covered with paint).
