Error installing KB2999226 Universal runtime update on W7 Ent. 64 SP1

I ran into an Error installing KB2999226 Universal runtime for windows update on Windows 7 Enterprise 64bit with service pack 1 installed. I ran SURT and SFC with no results (though SFC just closed itself when it was finished so I didn't get to see the results myself).
I have attached the CBS log file, here are the first few errors:

I have also attached the image of the failed update, though it is in Chinese as I am based in Asia at the moment. It does not provide any information about why it failed. It just says that that update failed to install (it was the only one).

Any ideas?
Any help would be greatly appreciated. I really need this specific update. I had downloaded it specifically to fix a software issue I ran into.

Its failing on reboot from what i can see, not sure but earlier in the report System Restore also failed, its possible the 2 are related, have you noticed anything.

could you also run this tool, copy/paste the output, might shed some detail on SURT.

I really appreciate it. This has been a source of frustration for me for awhile now.

I am actually trying to install the update on the computers in the computer room at a school where I teach. All the computers had the same issue. The school runs some sort of system that deletes everything on reboot but that was turned off by an admin so that I could install software. I don't know if that has an effect on anything. I can confirm that it was definitely turned off though as I was able to install a number of programs successfully and they remained installed on reboot.

I do not know the full history of the machines or if they have changed their base language pack but they certainly won't be changing it to English just for me!

Thats a very intruiging update??, issued/pulled/reissued!!
some say its not required unless your running W8, others say its only for VB2015,
but after some searching i came across this ONE post, from StackoverFlow

Why does KB2999226 not always install when the runtime is installed from the redistributable? What could prevent KB2999226 from installing as part of the runtime? The UCRT MSU included in the VCRedist is installed by making a call into the Windows Update service and the KB can fail to install based upon Windows Update service activity/state: 1) If the machine has not updated to the required servicing baseline, the UCRT MSU will be viewed as being “Not Applicable”. Ensure KB2919355 is installed. Also, there were known issues with KB2919355 so before this the following hotfix should be installed. KB2939087 KB2975061 2) If the Windows Update service is installing other updates when the VCRedist installs, you can either see long delays or errors indicating the machine is busy. a. This one can be resolved by waiting and trying again later (which may be why installing via Windows Update UI at a later time succeeds). 3) If the Windows Update service is in a non-ready state, you can see errors reflecting that. a. We recently investigated a failure with an error code indicating the WUSA service was shutting down.

Do you have those KB's if not please install them.
In the CBS report it stated that package 2 was not applicable

Thanks for your reply, it was really appreciated.

I was initially very hopeful that installing the suggested Windows Updates would help, however, I may have found a hitch in the plan. The updates KB2939087 and KB2975061 are for Windows 8.1 not windows 7 Enterprise (in System requirements it refers to Windows 8.1) while KB2919355 is marked as for Windows Server 2012 R2. Can I safely install these updates on Windows 7 machines?

So I gave it a shot, and this was the result:
The updates KB2939087 and KB2975061 would not install because of the operating system (for 8.1 not 7 Enterprise).

I followed the suggested links for windows 7 but the suggested windows update was already installed.

I was going to run SFCFix today but I didn't have time so I will run it another day. Do I need to run SFC scan again first?

Thanks for your reply and suggestion, unfortunately it did not solve my problem. I am considering finding a different way to solve my problem. The portable versions of the software that I need to install require MSVCP140.dll, can I copy this dll file from a windows 7 64bit professional computer and paste it into the windows 7 enterprise computers? Is this safe? Could it work?

The windows 7 Pro computer has the necessary KB2999226 update installed.

I have to state that copying system files between operating system versions could be seen as a breach of the EULA.

Will it work?,

probably, as long as the versioning is correct, (or the programs looking for the .DLL are just checking for the actual files presence), and that the functionality that the programs require are available in the actual .DLL copied

One other thing you may have to re-copy the file after any updates from Microsoft that apply to related functions or if you perform a System File Check - SFC /scannow

Thanks for your help Nigel. I'd rather get the update installed properly and the proper software installed rather than the portable version. Just brainstorming ideas as so far I have gotten nowhere. Thanks for your assistance.
