Hi,
Not sure what are your buying options but you can see if you can purchase from evga ?
GTX 1050ti might be in your budget ?
EVGA - Products - Graphics - GeForce 10 Series Family - GTX 1050 Ti

Requires or recommended 300w or greater but you might be okay @ 255w

If you need a low profile plus a little cheaper price,
EVGA - Products - EVGA GeForce GT 1030 SC, 02G-P4-6333-KR, 2GB GDDR5, Low Profile - 02G-P4-6333-KR

Which the spec's still say 300w so I wouldn't worry about that spec it can be stretched a tad.

I believe you'd really need more memory 2gb's isn't much

I'm gonna tell you this, both GTX 1050 and GT 1030 will be heavily bottle necked by your processor. Fortunately for you the motherboard supports up got Q9650.

You can get a good deal for Q9550, go for it. If not, find a Q9300.

From what i know the GeForce GTX 1080 Ti is among the most affordable gaming graphics cards out there.

Hi,
The 1080.... recommends a 600w or greater psu so that is too long of a stretch :)

EVGA is about as good as it gets for graphic cards issue might be you finding one in your region so you'd have to tell us if that is a brand you can obtain ;)

It does however require at least one pci-e port
I do not believe it needs additional power but if you have an available 4 pin molex cable unused you can use it
It will come with an adapter if it needs another power source other than what it gets from the motherboards pci-e port
Take a picture and post it here of the mother board slots to verify.

Hi,
Budget pretty much rules the day :)
I'd take the earlier post to upgrade your processor too seriously so that will cost you more obviously
Plus I also recommended adding more memory because your existing 2gb's isn't enough either

So with those 2 items added I'd stick to the 1030 unless you have more funds that is ;)

But as the image shows you clearly have a pci-e slot

There are 3 different size OptiPlex 380 Models. With Your Specs I'm guessing it's either the one in the middle or on the right ?

With the Stock PSU you're pretty limited on Your choices especially since the output of a power supply will degrade over time. Normally on a Rig like that I'd stick with running a Radeon 5450 or GeForce 210. You could possibly move up to something like a Radeon 6450 or GeForce GT 710 since the power draw isn't much higher.

Nice GPU. If You go with that one I'd suggest that You don't have more than one internal HDD and if it's a mechanical drive, consider replacing it with a SSD.

The GT 1030 is somewhat equal to a performance of the GTX 750.

Besides, the most powerful Intel Iris GPU is on par with a GeForce 945M.

There is no point of using a GTX 1050 with a Core 2 Duo processor, it's a heavy bottleneck.

TBH don't bother upgrading that build. Like others said, It's far too old and the primary bottlenecks are that obsolete cpu, the low amount of ram and PCIe 1.1, it's a total waste of money at this point. Pairing it anything newer than Kepler cards will seriously limit your performance and some modern cards also tend to have compatibility issues on systems non-UEFI/legacy BIOS. The full potential of those newer cards will be wasted and you will barely even reach 30fps+ unless you turn down most graphics settings. Your system also lacks AHCI support for SSDs so you'll lose performance here as well.

Save your money and buy a new PC.
