Diagnostic Policy Service Won't Start

I hope this is the proper place for this post. In trying to resolve some wireless network issues I tried to use the network troubleshooter. I keep getting an error that Diagnostic Policy Service will not start. I went to Services.msc and tried to start it. It looked like it was trying to start and would immediately shut down. I did a Google search and found basically found two fixes listed. One uses command prompts and the other a registry change. With the command prompt I make two entries, net localgroup Administrators /add networkservice and net localgroup Administrators /add localservice. Neither of those worked. I get Error 1378, the specified account name is already a member of the group. I even did a system restore back the an earlier date. Can anyone here provide any help? Thanks. Chuck

You did not say if you had tried the commands from an elevated command prompt.

You need to open an elevated command prompt before typing out the two commands.

another cause of this problem can be bad network drivers and the solution is to uninstall every network driver on your system, then re-install them.
First do Start > run > gpedit.msc > Computer Configuration > Administrative Templates > System > Device Installation > Device Installation Restrictions, double-click on "Prevent installation of devices not described by other policy settings", then switch the status of the preference to enabled. This will keep windows from auto-reinstalling the drivers the instant you uninstall them. Then do start > run > devmgmt.msc, right click on each and every item in the network section, select uninstall (but do not delete the software for the device), then reboot. After rebooting, do Start > run > gpedit.msc > Computer Configuration > Administrative Templates > System > Device Installation > Device Installation Restrictions, double-click on "Prevent installation of devices not described by other policy settings", then switch the status of the preference to "not configured". Reboot again and every network driver will re-install sequentially, hopefully cleanly so diag policy works again.

johnhoh, My computer does not seem to have gpedit.msc. When I type it in to Run it says not found under search. As I stated in my other post, all previous drivers have been removed and new drivers installed from Toshiba. They all seem to be working just fine now and no sign of the previous drivers. I just kept uninstalling them and the software until nothing showed up any more. Then installed the new drivers. Not sure what system gpedit.msc should run on but this is Windows 7 Premium Home. If uninstalling/reinstalling drivers does not work (*), I would run start>run>cmd>sfc /scannow. I'm not sure what else to try at the moment.

* - Easy troubleshooting issues are indeed solved by reason here, but sticky troubleshooting issues are solved by brute force with reason put into the hands of others here, so its best to always take the few minutes it takes to follow all recommended steps then report back.

One more point - the steps you took early on in this process, which are repeated in the link below, may need to be redone once you have reinstalled the drivers.

I did not understand the problem.
- Is the network device working properly? Do you have access to the WiFi?
Open device manager. Is there any yellow alerts of missing drivers?
- What Firewall you have installed?

I have new drivers installed and have uninstalled and reinstalled them a number of time. I have run sfc /scannow at least a half dozen times and it shows no issues or problems. Installed gpedit.msc and ran it as described. Still no joy. Yes I have network access and access to wifi. I did think my explanation in my original post was pretty specific. In trying to resolve previous issues, which are now resolved, I tried to use network diagnostic and got the error Diagnostic Policy Service could not be started. I tried starting it in Services.msc and it will not start. I have tried all the fixes posted on the internet but none are working. If I need this service in the future I would like to have access. I am using Comodo Internet Security Suite with a firewall. I have disabled all of that and tried to run it but still no help. No yellow alerts or missing drivers. Chuck

johnhoh, I tried the fixes posted in the link at the bottom of your post and none of them work. when I run the command prompts I get, System Error 1378 has occurred. The specified account name is already a member of the group. Chuck

Just to provide a little general guidance here, don't mean to be a complainer, and I realize that the above statement is factual, however it is way, way too inspecific to provide any useful information other than to discourage others from trying to pitch in.

In any case, here is the best thread on the subject. If you tried everything that everyone has posted there and still have issues, its very important that you post back here with your specific results to EVERY solution in the thread, such as you did with your System Error 1378 comment. "Tried everything, nothing worked" are words to always be avoided.

Johnhoh, I have tried every suggestion on that thread. I gave you the results of the command prompt. I did try the registry fix but get ACCESS DENIED when trying to add Trusted Installer, I don't have that entry in the registry. In trying to get permissions to grant full access, to administrator, I again get access denied. Even though I am running regedit as administrator and logged in as administrator. There is no current TrustedInstaller entry under Permissions. I don't have an issue connecting to the internet or accessing my wifi as many did in that thread. I have done system file checks with no errors found. I have run clean disk with no change. Chuck
