Ok I'm using Photoshop CS4 and I have a black background but I want to put a glossy sheen on it does anyone know what to do?

First apply mild gradient overlay, then use elliptical marquee tool to get a curved new layer, fill the new layer with white, set its fill someting below 50% and apply gaussion blur 4 - % on that layer.

Have you tried a good quality furniture polish?

The best way I know of is to do this:

Create a new layer
Fill with Black
use the wand tool to create some shapes squares/circles
Fill selection with White
use filter>Distort>Spherize
Then go to layer>Layer options>Blending options?
Change the opacity to 50-60% and the blend type from normal to lighten

Other than that Filters>Artist>Plastic Wrap is nice too

May I make a comment though?
When we look at the sample on the post there is the file name and date and time. As this will not show on the sig when in place there will be a biggish gap at the bottom of the background. Perhaps if you moved everything down a tad that will balance it better

Very nice pal, just one criticism.... I might be getting a bit long in the tooth and my eyes aren't as good as the used to be but I can't make out your spec details that you have in the sig. Looks like you've added a glow effect or something but when it's small like it is, it just looks blurry.
