This is the first time in history both finalists from previous World Cup are participating but didn't make it past preliminaries.
Only two times before the qualifying rounds have been played without both finalists from previous World Cup: 1938 the finalists were Italy and Hungary, next games were (due to war and post war time) first played in 1950 when Hungary didn't participate and Italy didn't make it to qualifying rounds. Same thing happened 1966, when 1962 finalist Brasilia's tournament finished in preliminary round, other -62 finalist Czechoslovakia was not participating.
