My hard disc size reduced after installation of windows 7.

Can you please go to Start > Right click "Computer" and click "Manage" > Under "storage" you will see "Disk Management". Please click that, take a screenshot, and post it back here.

The problem I see is that your DVD drive and partition share the same drive letter somehow, both E.
Right-click on the 31GB partition (E), and select Change Drive Letter and Paths. Then select Remove.

An easier way is change the drive letters of the cd-rom drive to G and leave your partitions as is.

That's also a way. Either way works fine, personally I would rather my DVD drive be E and a volume be G.
