CPU locked at 800MHz?

I've got an HP DV6810us. It's got an Athlon TL-60 2.0GHz processor in it.

When I installed CPU-Z, it is telling me that my CPU is locked at a 4x multiplier?

It didn't have this issue with Vista, it's only after I installed Windows 7 x64 pro.

Any thought's?

I made sure that the laptop is in high perofrmance mode, and not some weird power saver thing.

Being an HP, i can't change anything in the bios.

*edit...odd. It only idles at a x4 multiplier. When under load it jumps up. Is there a way to disable that?

Have you installed Cool and Quiet? That might do it. What happens when you load the CPU with CPU-Z open? Does the multiplier increase?

EDIT: Just saw your edit. There are two ways. Disable cool and quiet if it's installed, or else go to your power plan and set the min and max CPU setting to 100%

In a laptop, it isn't a bad idea to have the CPU throttle the multiplier when it's not under load. Saves a lot of heat, and the lappy will last longer.

I see you have an i7. Did you disable SpeedStep? If so, the CPU will only work at lowest possible speed. One would thank other wise, but on a laptop at least, it always sits at the lowest state possible.

I think the i7 is in his desktop machine. The laptop has an Athlon in it.

unfortunately havng a locked bios will prevent you from disabling any thermal throttling option be it speed step or cool and quite. Fabe

You are right. That is what happens when you skim something instead of reading it thoroughly. My apologies for the useless post.
