Problem with windows photo viewer

Hi

I recently reinstalled win7 because everything began to freeze and work verry slow, a problem I also have with my *new* laptop after a couple of weeks >:-(
Now, when I want to open a picture with windows photo viewer it doesn't pop up. When I want to see the picture I first have to click on the blinking icon in the taskbar. Very annoying. When I open my documents from the taskbar and want to open it again, to browse in another section of my hard drive, by right clicking -> windows explorern the screen doesn't pop up. Again, I have to click on the blinking icon before I can see the map. It's really irritating me.
Any solutions? Thnks in advance.

It doesn't make sense, unless he/she installed a third-party software and messed up the associations in the first place.

Still, the "error" itself is a bit unusual...
Perhaps it is a problem with window focusing, which I myself know nothing about, lol
Guess we'll wait for feedback from bluesoul.

It was a clean install. Formated hd and intalled legit win7.

Windows firewall, Panda antivirus 2010, latest version of firefox.
The problem occured the very moment win7 was installed. Even before I installed other programs. Everytime I want to open a picture I double click but to make it pop up, have to click another time on the blinking Icon @ the taskbar..

What's wrong with win7? I'm having nothing but problems on both my desktop and laptop. I maintain my pc's at regular basis but my windows explorer fails several times during the day, also the OS freezes from time to time and this on clean, powerfull computers and only a couple of weeks after win7 install. I'm very angry at microsoft right now >:-(
E.g. as i'm typing right now i'm not able to open "my documents" via the taskbar.
It's a simple command, why doesn't it work :-/

I am guessing at this but several things come to mind.
1. Panda AV? Is it a suite AV
2. Add on's at startup
3. Is the laptop and desktop networked together? Sharing
Just trying to help as these would be things I would look at to get Win 7 working.

It's Panda av pro 2010. It has anti-mallware/spyware protection.
Don't know about any unusual add on's on startup.
The laptop and desktop are on the same network but laptop is wireless, desktop with a cable. Didn't share filess. I don't think win7's behaviour is caused by networkproblems. I really don't know what causes this OS to do it's job so poorly on 2 totally different computers.

Same one. Problem solved btw. I didn't do anything. Suddenly it worked as it should after 3 weeks of frustration.. No idea what caused this problem. Didn't uninstall or changed anything meanwhile. Thanks for the reply's guys!
