I just tested the latest 2.6.5.0 version, and it was able to take ownership of the "C:\Windows\Web\Wallpaper\Windows" folder and make the current user the owner. :)

Making an installer will be no issue, but you lose your portability.

Unless you are meaning something else and I misinterrupted you.
