Where did you get Win7? Did you burn the DVD yourself? If so confirm the ISO and burn another DVD at 4x Speed with ImgBurn.

Make sure you are correctly booting the DVD by setting BIOS to boot DVD drive first, then HDD, or use the one-time BIOS Boot menu hotkey to trigger the DVD drive at bootup. How to Boot your Computer from a Bootable CD or DVD

Next, Try wiping the HD with Diskpart Clean command to wipe any boot sector corruption:
    DISKPART At PC Startup
Clean and Clean All with Diskpart Command

If this fails, reset the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

While in BIOS setup set SATA controller to AHCI.

Test your HD using maker's diagnostics/repair extended CD scan: HD Diagnostic

I downloaded and burnt it myself, however as i have installed this on my Desktop PC and my netbook (Which i'm currently using) i know there is no problem with the ISO.

I have tried all steps provided, and it gave me that previous error, i then tried creating the partition using Diskpart, and got this error message appear - "DiskPart has encountered an error: The request could not be performed because of an I/O device error
See the system event log for more information"

What were the results of your HD diagnostics/repair extended CD scan?

Do you have another HD you can try install?

When i tried the HD scan, it got to "Loading DFT.." and just sat there for 3 hours without doing anything.

And no i don't, guess i'll have to invest in a new HD?
