How do I restore a file onto my HDD using boot CD?

Here's the issue: crypt32.dll got deleted as a result of a powersurge on the PC startup. I can't start the PC in normal or safemode. None of the repair features work. I have the file on a flash drive and would like to paste that file into the proper directory on my C drive. Whenever I enter the proper path in CMD using my boot CD it says that the path isn't specified or the file can't be found... instead of being prompted with C:\Users\[username] like normal I get X:\Sources>. (I'm a noob with CMD sorry). Any Ideas? I just need to transfer that 1 freakin file (don't want to reformat...)

One of the tests automated by Startup Repair is SFC /SCANNOW Run in Command Prompt at Boot which should repair or replace any System file. Try running it up to 3 times. If it doesn't then it shows in the tutorial how to replace files.

How do you know this file is missing? Have you run Startup Repair - Run up to 3 Separate Times,
after confirming 100mb System Reserved (preferred if you have it) or C is Partition Marked Active?
