on the parent folder, go to properties -
Security / advanced / Change permissions
Then check the box that says: Replace all child objects with inheritable permissions from this object.
See if you get an error.... IF YOU DO: You'll have to inherit the permissions from the parent folder FROM the sub folder.
I had this issue a while back. I just started the pc in safe mode and easy. My files went without any hassle![]()

If you are unable to delete the file in Safe Mode, then you might see if you may be able to delete the file in a command prompt at boot instead.
