Go to CP / programs and features. Click Windows Features. You should be able to un/install there.

    Hi
About all you can do is turn the windows features on or off to see if they reset,
In most cases a failing to open built in program like these two would be caused by 2 types,
    1) a third party antivirus program = most likely
    2) malware or similar corrupt files you've downloaded recently

I would suggest using clean boot to see what happens,
    Use Clean boot,
    https://www.sevenforums.com/tutorials/179159-troubleshoot-application-conflicts-performing-clean-startup.html
Click Start and type in the search box,
    msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
    Repeat the screen shots,
See the links above my signature on how to take and upload screen shots here,

On the BleepingComputer site use the button that looks like this,

You can use these free tools to see if they find anything,
Manually Update them before running full scans,
Try not to use your computer while the scans are running, (one at a time of course).
See this tutorial on how to download and run Malwarebytes,
    https://www.sevenforums.com/tutorials/338716-malwarebytes-anti-malware-free.html
Also use the Custom scan option not the Threat scan,

Please Do Not clean/ Delete or Remove Any detections before posting the scan results first before review especially Malwarebytes,

This one is the longest up to 4 hours, the others are only about 45 minutes,

I can think of something that might cause I.E. and WMP to stop working. I noticed in another thread that your system was infected not long ago and could of changed things that haven't been repaired.

Complete this tutorial and post here and we can take a look.
