M5A99X EVO 990X This is my mobo Has most current updated Bio's
says 12 of 16 gigs usable it's Corsair vengance ram 3x4gig

any idea's on fixing and allowing all ram to be usable.

My guess is you have a large amount dedicated to "hardware" this happened to me when I installed 3dsmax uninstalling it returned it to normal.

You can also open up the system panel and try re-running your experience index to see if it updates the reported ram to the proper amount.

Have a look in Resource Monitor > Memory tab what it says on the colored bar.
