2nd Asus card won't pickup by Windows 7

I just built a new rig. I cannot get Windows 7 to detect the 2nd video card. Everywhere I look online, people say Win 7 is great and magically detects it. Not for me I have tried switching cards around, I know they are good. Brand new in fact. I tried booting up with the 2nd card only, that gets a board error. I tried with and without the crossfire. I tried booting on the 2nd card with the first powered down. The catalyst control center is 10.09, I know there is one a little higher, but I doubt its blocking me, I guess I'll try that next. I have windows fully up to date. The current video driver is up to date. It just seems like I am missing a setting. Any info or ideas would be appreciated.

If one card works by itself in both PCI slots it is good.

If second card by itself is not working in either slot then the card is bad.

If still under warranty it should be replaced by the retailer. Contact the retailer for a warranty return.

Also if one of the cards works in both slots you know the mother board is good.

If neither card works in one slot the mother board slot is bad or driver is not working for that slot.
