Do you have Speedstep enabled?

With it enabled it should downclock to 1600mhz, if not then you may need to check the other power saving states in the bios or even check the power plan in windows control panel.

Once its downclocking to 1600mhz you need to go into the bios and adjust the voltage offset to get what you want for the load voltage, its a little trial and error, but if you already know the stable Vcore required for the speed you want then your will just need to adjust it accordingly. Have a look round for tutorials on offset mode.

Check the powerplan in windows control panel, make sure its set to high performance and reboot. Me and Steve both had an issue with this a while back and it turned out to be to do with this.

Edit: I think it was more to do with the way cpuz was reading it wrong but the power plan changed to high performance cured it.

If you set C1E to enable and CPUv to Auto it will throttle and your cpu-z will show 16-40 or whatever your oc is. Paul is right on the power, set it to high and leave it as custom in your BIOS

Actually scratch all of that, I just checked my own, It was set to "balanced" I changed it to performance and it changed the cpuz reading to full speed 4.6ghz. So I changed it back to balanced and it switched back to 1600mhz.

What is CPU Core OCP Expander ? It`s set to default but can be changed to Enhanced.

Enhanced Turbo is set to disabled.

CPU PLL voltage is set to auto.

I don`t know, it just stays at 4 GHz

The cpu temp is 26 and the cores are 23 25 24 26 so it`s not really a problem.

I think you need to enable C1, not 100% sure but I think so.

I'm not sure why this thread is still continuing but these things happen.

Just for the record you can change the processor power management, it allows you to adjust the throttling.

I may be wrong put i think the power options adjust the ACPI settings allowing it to adjust certain states of the CPU, it's primary for laptops so they can lower settings adjust CPU states and turn off features that are unnecessary and increase battery life.

Anyway if you go to advanced settings for the power plans, yeah you guessed it, it changes the advanced settings.

Maybe am wrong but if you have all the speedstep settings enabled in the bios/uefi it should alternate depending on your pc's need.
