Sorry for the bad explication.

My issue is that when I am upstairs windows 7 says there is 5/5 bars as connection (same as downstairs)
But when I am upstairs I am lucky to reach 2mb/s
Downstairs I get 10mb/s(normal for me)

Could this be a driver issue?

Could be a driver issue, a signal noise issue (even if you are getting 5 bars) or could be your upstairs PC is using the G band when the downstairs is using N band.

Presuming you're talking wireless, right? Friend of mine had a similar problem using an internal wireless card on an HP desktop. Got good signal strength looking at the bars in the task bar area, but connection was poor and intermittend. He bought and used a $20 USB Class N wireless device and now gets great connection speeds.
