0C is just 32F, in the winter here the temp usually drops to -10F or -15F. In Minnesota they have record lows, in the -40F to -60F, so at 32F they'll close their windows and put on a light jacket.
I live in central Minnesota and the temps in the past few years have been milder than what they were when I was a kid. I think last winter we only had a handful of days where the low was around -20F in January and February. So far this winter the November low is about 0 F, but mostly its been in the teens, with highs around 25F.
