A problem is preventing the troubleshooter from starting?

Hey guys, I have been constantly getting this message whenever I use my troubleshooter...

"An error occurred while troubleshooting
A problem is preventing the troubleshooter from starting"

Path:C:\Windows\diagnostics\system\networking
Error code:0x80070426
Source:engine
Context:restricted

The strange thing is that when I run SFC /SCANNOW it fixes it.....TEMPORARILY :(
and gives me the same error whenever I restart or reboot my system.
Is there a permanent fix for this?

You mentioned you checked for malware. What did you use? I (and many others) recomed using malware bytes anti malware. If you didn't use that, please scan your pc again with it.

What troubleshooter is it you are trying to use?

Yes I used malware bytes and scanned twice! nothing harmful was detected.
and the it's my network troubleshooter but now any shooter just seems to give me

Error code:0x80070426
