Solved Access Denied on 'Documents & Settings' although UAS is set to off

I'm logged in as an administrator; I open Windows Explorer using 'Run as administrator' and try to access 'Documents & Settings'. Although UAS is set to off (i.e. the slider is at the bottom of its range) I still get 'Access Denied'.

I tried to run Group Management Console but the file gmcp.msc is not on this machine and when I try to download it I get an unhelpful message saying there are incompatibility issues but don't give any details - typical MS!

Windows 7 home Premium, fully up-to-date.

Can anyone help on this please?

OK, I found a way. Just take ownership of the folder! Easy as that. Don't know why the UAC is still causing problems though, even though it's effectively turned off?
