Accessing websites without a browser

Hello all! So I have a friend that cannot access the internet. It is not a network stack issue, it was a user issue instead involving mucking up IE and deleting Chrome. There is or at least used to be a way to access a specific website I think from the help screen, but I cant seem to find it. It was like you pull up help (?) and in a drop down menu there was an option to go to a website, you type that site in and it will pull up. Does this ring any bells? Does anyone know how to do this? It may not even be a help screen.. its been years since I have done this. No the friend is not local so I cant just go over and install it.

I haven't heard of that.

However you could install a browser on a USB.

Give it to him then he could install?

Have the friend try opening a file explorer window and just typing the url instead of a folder like:
"http://portableapps.com"

If that doesn't work you can put Firefox Portable on a USB and mail it to him or her.
