Why would you try and restrict other users when you are the only user?

What command, posted where?

Boot into System Recovery Options on Win7 DVD or System Repair Disk to try Startup Repair repeatedly, then manually run System Restore from DVD/CD Options list.

If these fail run SFC -SCANNOW Run in Command Prompt at Boot.

You can access and copy your files to external using the DVD or Repair CD this way: Copy & Paste - in Windows Recovery Console

Then if you cannot regain functionality using above methods, run full Factory Recovery from its partition or disks you made or order from your Tech Support, a Win7 backup image you should have made, or clean reinstall with retail DVD and the Product Key on your COA sticker if this is factory OEM: Reinstalling Windows 7
