Advanced tab missing in internet options

Ok, i've done the research online, but here is the sitatuion

I'm running windows 7 home premium, as an admin, but when I look for the advanced tab i get the same message saying that only admins can change this, group policy etc.

How can I restore the advanced tab?

doesn't work. I've tried editing the registry,scanning for spyware, etc, nothing seems to work. Local policy editing isn't possible in this version of windows 7 so i am lost as what to do.
