This seems to be an old problem, but I did not find any new posts.
I am running Windows 7 SP1 on a Toshiba Portege Laptop. I had IE 11 running and except for sometimes crashing and reloading I could live with it. A few days ago I had problems to get into the Internet Options settings and IE did not work well any more. I tried to uninstall and reinstall it. It was listed as a Windows update and I had it uninstalled. Now I always get the message that I cannot install IE, because a newer version is already installed. I tried almost everything I found, including trying to delete any trace via elevated command prompt and I even deleted the Internet Explorer folders under Program Files and in my user Microsoft/Internet Explorer folders. I tried some hotfixes, but nothing works.
Unless somebody can help me Microsoft has made it successfully impossible for me to continue using their browser and I may have to use Firefox in future instead.
Microsoft does a terrible job with IE, the worst job ever.

- it managed to fix a few things first time around, but hadn't completed the second run (which wouldn't have done anything useful anyhow) when you coped the folder out.
