All icons in windows 10 64 bit messed up

I have tried step 2 of the above, even though I am running command as Admin, when I get to the next to last step it tells me I do not have access and cannot do it. I am going to try to upload pics of what my icons look like. Please note that the documents icons are File Folders within my documents folder.
Everything was fine a couple of days ago when I shut down, but next day everything looked like this. I have not downloaded anything at all, so I know no chance of a virus.
