All Major Windows Services Broken! URGENT - Please Help!

Okay I have no idea where to start. Yesterday my friend needed me to test something for him in MySQL, a program I had installed a while back. When I tried to get in, it told me that I needed a root password. Since I forgot that, and I had no idea how to log in, I used Revo Uninstaller Pro to uninstall MySQL and delete all the leftover files and registry values that it left behind. I'm not sure if that is what caused it or something else that I can't remember, but since last night a lot of my computer services aren't working.

I can't install/uninstall any programs.

I can't access/turn on System Restore and clicking on 'Turn System Restore on or off' does nothing.

I can't access System Information

I can't access System Properties

In addition, I can't click the properties of any folder (If I try to right click My Computer and hit properties, nothing happens), my computers sound is not working, my taskbar shows my internet as offline even though its working and I can't open pictures
I also cannot run SFC / Scannow

or Run Windows Update

I also feel like there might be something wrong with my graphics diver, because as I've been typing this post, my screen keeps flashing to my desktop.

Edit 1: My video driver was in fact affected by it, as I can't watch any videos, and attempting to crashes my firefox plugin process.

I cannot pull up my specs using the program 'Speccy' because it says Class Not Registered for everything. I've also lost the CD for my Windows 7 Ultimate, so I don't know if I could use that to fix it.

I can't log into MySQL.

I have my Control Panel listed as a menu in my Start list, but when I highlight it, it shows the Control Panel as empty.

This is viral behavior , really nasty one from the looks of it, the best thing I can tell you is boot safe mode with networking download malwarebytes free version, install it , let it update and do a full scan.
Malwarebytes : Malwarebytes Anti-Malware is a free download that removes viruses and malware from your computer

Afterwards you're going to need to run this

and you may possibly need to reassociate the exe file type.

I would do the steps in that order.

I am almost sure it is not a virus. I already have the full version of MalwareBytes and it found nothing. I did do a quick scan earlier and found a couple of random 'viruses' that were not that serious and I removed them, but it made no difference. Doing a flash scan and a full scan showed nothing.

SFC /SCANNOW as I said doesn't work as its a Windows service.

I'm very inclined to think it's a registry issue, I just don't know how to solve it.

Edit 2: Okay so I went through Revo Uninstaller and reverted the registry changes for 5 or 6 programs that I uninstalled yesterday (Mostly Games, along with MySQL). Many of the things are working a little better now.

My computers sound is back, I can view properties for My Computer, and videos are running (but are extremely laggy and crash-prone).

Many things are still not working, I'm going to do a restart and check.

well skip to my sfc step. It will at least check the integrity of the core windows files.

If you can't get it to run from in windows you may need to use the repair console off your disk.
you are running it from the command window and not in the run box right?

Yeah, this isn't a virus. Go to Black Viper's webpage and download the reg files to put your services back to the normal state:

Edit 3: Okay here's the update after I reverted those registry changes (through Revo Uninstaller Pro):

Sound is WORKING

Video is WORKING

Pictures are WORKING

My Computer Properties window is WORKING

Internet is now showing ONLINE

Windows Firewall is WORKING

Windows Update is WORKING

System Information is WORKING

System Properties is WORKING

Control Panel Menu is still NOT WORKING

Windows Security Center is still NOT WORKING

System Restore is still DISABLED

Things still left to check: Installer, SFC /SCANNOW, MySQL

Windows Installer is WORKING!

SFC /SCANNOW is WORKING!

MySQL is NOT WORKING but I suspect that that can be an issue with the software itself, not my machine.

can you manually access the control panel?
If not try reassociating .exe file types.

I can manually access it, just the menu won't work. It's not a big deal, just a minor annoyance. Though I'm still worried that the Security Center still won't open.

As for the remaining problems, run chkdsk -r, and if that doesn't help, do a repair install.

I'm really going to be surprised if we can totally fix this trainwreck of errors you've run into though
You may want to consider the above advice and just back up and reinstall, as future stability is probably going to become problematic after that many changes.

Yeah I was thinking of reinstalling anyways. Computer is still at the state at which I bought it, so it wouldn't hurt.

That's your best option....trying to fix this is a waste of time.

Repair install will let you keep files and programs, but honestly after that train wreck I'd just backup and clean install.

Have you System Restored to before all of this occurred, not just the Revo changes?

System Restore isn't going to work, even if it launches. Too many services and background processes are broken.
