Allow users to run certain privileged programs

We have an isolated LAN with a few PCs.
We need to allow users to synchronize these PCs to one of them, the local TIMSRVR
One can do this from the command line by typing:
net time \\TIMSRVR /set
However, this is a "privileged" command that regular users are not allowed to execute.
Is there any way around this problem?

Just set that command in task scheduler and let the system update its time at the proper intervals as needed. You'll need to assign an administrator user account for that task, but once configured, it won't never require the user to do anything, much less to be an administrator.
