Almost all programs "has stopped working"

So I started my computer and it said "IAstoricon.exe" has stopped working, along with some other programs i didnt have the time to write down, after this I attempted to open programs and 80% of them are unopenable and immediately say "(program name) has stopped working", i have tried disabling D.E.P. to see if that would help, im using a Dell Inspiron N5110 with 64 bit operating system, any help would be appreciated, i tried to run a /scannow but it came up with 0 errors and i have already run a malwarebytes scan with 0 viruses detected

Create another Admin level account to see if it will run the same programs. If so take whatever time you need to move your files over to the new account then delete the old one. User Account - Create - Windows 7 Help Forums

Is this the original Factory Preinstalled Win7 loaded with bloatware and duplicate utilities that throttle Win7 and cause problems? If so now would be a good time to get the superior Clean Reinstall - Factory OEM Windows 7 following the steps to get a perfect install as long as you stick with the tools and methods given.

Otherwise you can try a Repair Install
 
- First off all i will suggest you to backup all your work that you don't want to loose to a USB HDD or Flash Drive.
-Do a System Restore to a time before this happened.
-If that fails, restart the computer and press F8. In the Advanced boot menu choose Safe Mode with Networking. Does that work?
Go to Start/Search and type cmd Right click the CMD icon in the search results and Run As Administrator. In the Command Prompt type chkdsk C: /R and press enter. Now type a Y for Yes. and restart the computer. Check Disk will run at next bootup.
-If that fails, when you restart the computer, press F8 again but this time choose Repair Your Computer.

i did a system restore to the furthest restore point possible, and im still having this error, also i have developed a "windows installer service has stopped working" issue

I tried to create a new account and this is the factory installed Windows 7, my hard drive previously failed and i had it replaced and they reinstalled windows 7, i cant do a windows reinstall due to the fact that i dont have the CD to install windows 7, i only have the drivers installer, i tried the clean reinstall

I provided you with everything you need to get a perfect http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164 a week ago.

If you'd read the tutorial you'd know that the latest official installer for your licensed version is provided in Step 1 along with the tool to burn to DVD or write to bootable flash stick in Step 2.

May I suggest that you study the steps carefully so you understand fully how to get and keep a perfect install so you can enjoy Win7 for the first time in its native perfect state. We will help you as much as you need but first read it over and note your questions.
 
im looking for which one to download and i dont know whether it matters if i choose WIN 7 (RTM), (not bootable) or media refresh. i have no service pack, it doesnt say SP1 or SP0 its simply blank

You most definitely want SP1 or you really don't even have Win7.

The one you want is Windows 7 Home Premium x64 SP1 U (media refresh) X17-58997.iso

Put your wireless or eithernet LAN driver in your backup so if it isn't provided during install you can get online to do all rounds of IMportant and Optional Windows Updates, which will provide most of the rest of your drivers. Only import missing drivers after all Updates are done.

Follow the other steps and you'll get and keep a perfect install. The tools and methods which work best with Win7 are compiled based on tens of thousands of installs we've helped with here.
 
If i dont need to keep any of the data on my laptop besides my pictures which i will load onto a flash drive can i skip some of the steps such as number 3

Sure those initial steps are to make sure nothing gets forgotten. Just check them off and move on to the next.
 
UrbanPwnography you made a good choice to do a clean install. That way you will know their are no infection and Windows 7 will work as it was designed.

Do all the infection scans, establish a Clean Boot, run SFC from Troubleshooting steps below - in Safe Mode if necessary.

Report back results on these and other steps in this thread, then proceed with rest of Troubleshooting steps.
