hi everyone this is the best site on the net for me helping me keep my lappy working and learning about computers in general my question is does a new laptop downgraded from wind 8 pre installed to clean install all drives formatted and deleted new partition windows 7 64 bit installed all drivers installed does the usb 3 drive run at high speed.I have been told windows 7 does not support usb 3 is this a fact.

Yes. Microsoft does not have a native driver for USB3.0 for Windows 7, so the port will not function as USB3.0 unless you can find and install a 3rd party driver for that port.

You should check the laptop support site for a USB 3.0 driver, sometime they have special drivers for them.
