anyone having problems with downloads after upgrading to IE9?

Is anyone having problems with downloads after upgrading to IE9? When I click a download I get the 'Open, Save or Save As' dialogue box. If I click open, the download seems to initiate but never completes. If I click 'Save' I get an error message 'xxx could not be downloaded'. Have tried with several different sites, allways same problem. have tried with IE8 on another machine with no problems.

I am using Nortin Internet Security but have tried turning off 'download intelligence' checker and this makes no difference.

i have a problem with downloads too. when i go to download something i just get the bar at the bottom of the page says that it doing a security scan and it dose nothing.
