*Click your Start button (assuming you are running Windows 7)
*Type regedit
*Navigate to: [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\arma3.exe]
*Check the value of the "largepagefile"
*It should be "0". If you see a "1", click the "largepagefile" and change the value to "0"

Steam games are supposed to be run while steam is running, as far as I know only exceptions are usually MMOs. Of course maybe Arma 3 is different.

Try running Steam but use the desktop shortcut (the one that fails). See if that helps.
