Are these two Ram sticks ok for duel channel

I know I need the same speed on the two sticks of Ram for duel channel, however I am not sure if these two are the same. They are basically off by one number/letter, and the brand, but I'm hoping it is superficial.

Can these two sticks be used together for duel channel?

PC3L is a standard that lets it run at lower than normal voltages so they would not run at same voltage if its a laptop they should both be L probably (depends on laptop)
