I'm pretty sure this won't solve your issue, but you are probably hurting your systems performance by running two resident AV packages at once. I think you are right on your assessment that it is irrelevant, but I'd still ditch one....which would be Avast, in my opinion.

IMO I'd ditch MSE and keep only Avast. My personal experience with MSE over it's history of versions still up to the most recent causes my systems icons and folder thumbnails to always refresh like molasses with every time of opening a folder. Only installed by itself with no other AV and as soon as it's uninstalled, problem's gone. But I myself must be unique in this experience, because I can find no one else who will admit the same.

But it might be possible having the 2 installed is the reason for your personal icon refresh problem. I would also recommend uninstalling either one, or both temporarily just to see if the problem's gone. Then use just one of those, up to you which one to keep.

And might delete your icon cache. It will rebuild after a reboot.

My icon still refreshing/reloading. But time needed is reduce massively.

I ditch MSE like masters told me :p
It's not curing my problem but it's reducing my pain.

I also try ditch my avast, so practically I connect to internet without any AV for about 3secs.
And yes, my icon still refreshing/reloading.

So I put back avast :D

Thank you.
