That wouldn't happen to be an ASUS branded 3650 is it?
I bought an AGP ASUS 3650 a few years ago and had nothing but problems with it. Only drivers that worked were the ones on the CD. the drivers from ATI and from ASUS' website would not work. So I sent it back and just ordered parts to build a new HTPC with onboard Nvidia 9300 video.

That screen cap from Everst doesn't help any, think you will find that any ATI card regardless of who it was made by will show as ATI and the model number (my HD 4830 shows the same). Need to click on GPU to see all the relevant info (manufacturer, DevID, etc).

Sometimes I wish ATI still made video cards.

They haven't done that for years, and even then the last few years that you could actually buy an "ATI" branded card it was made by Sapphire anyway (or possibly one of the other partners, but primarily Sapphire).

According to the DevID and here,

PCI Vendor and Device Lists

it is made by Power Color. Also just had a look at your system specs and not surprised that you are having problems with the drivers and proper detection of the card. The problem is that you are running an old (more like ancient in computer terms) Nforce2 chipset, and those haven't seen any support of any kind since back in September of 2004. As a result there is zero support for that chipset as far as Windows 7 goes. About the best you can hope for is if the last XP driver for it (mainly the AGP/GART driver),

WinXP - UDP (5.10)

will install in XP compatibility mode,

Compatibility Mode - Vista Forums

Also from that GPU-Z shot the AGP bus is only running at 1x instead of 4x, which is also probably due to the lack of a proper chipset driver.
